The town hall replaced its complaints desk with an online form.
By Friday the form had received forty-seven complaints. Every one said the same thing: it crashed before people could submit a complaint.
At the meeting, the chair announced that the new system had increased public participation. “Look at all these responses.”
The clerk raised a hand. “How did they send them if the form kept crashing?”
“They handed them to me on paper,” said the clerk. “I spent all night typing them into the form.”
“And did it work?”
“No,” said the clerk. “That’s my complaint.”
